Higgins was brought to MPR from a situation where 3 mom dogs made 23 puppies. MPR got 13 of the puppies and the mama dogs are spayed and won't be having more! His siblings are Gogo, Salty, Schuster, Tobin, Miaa, Remy, Fritter, Folki, Finita, Ferdinand, and Franklin.
